The game (simply called "Unreal Tournament") will be released for Windows, Linux and Mac and will be free. When questioned if it would be free or free-to-play, it was reiterated that it would be free.
It seems like the focus is on starting with creating a core, deathmatch game (using Unreal Engine 4) before expanding and implementing new modes. Community participation also seems to be a recurring theme with mentions of Github being used as well as a marketplace to share (or sell) content.
The emphasis on community participation was further reinforced with the people involved in development promising to interact with the community, without any middlemen in between It will be interesting to see how the development process will manage with this continuous feedback and whether it will be sustainable. Take a look at the Unreal Engine Blog for more info. For now, let's just rejoice that Unreal Tournament and arena shooters are not dead!
